Communal police, with no good reason to exist. It's doing what communal and market inspection were doing, it just has those fascist black uniforms (what was wrong with blue?) and the authority to arrest, fine, beat, ask for ID. They already left a few dead and many hospitalized people, for infractions no worse than unpaid bus ticket (and bus line was private), or selling stuff on the market outside of a stall.
They say the cops always go in twos - one reads, one writes. Well, these go in threes - the third one operates the digital camera.
The nickname is a portmanteau of žandarmerija, gendarmerie, and žardinjera, which is a flowerbox, wooden or concrete.
